Reimagining Parking for a People-Centered San Jose through SPOT SJ

Leveraging underutilized parking to free space on San Jose streets for people

The City of San Jose has 1.9 million existing parking spaces. Yet, the impression that parking is hard to find keeps city officials from being able to prioritize space for people over space for car storage, so more parking is built, raising the cost of building and starving communities of public space.

SPOT SJ (Smart Parking for Optimal Transportation in San Jose) is Transform’s initiative to utilize new parking tech tools to make more efficient use of existing spaces, create more vibrant streets, reduce the cost of housing, increase transportation options, and reduce car traffic and greenhouse gas emissions.

We believe a strategy centered on deep community engagement that equips local businesses, community-based organizations, developers, and individuals with the tools needed to support new ways of thinking about parking is a powerful approach to achieving equitable parking reform in the city of San Jose and could provide a national model for best practices.

Goals and Impacts

Less parking = more affordable homes

Reduce excess parking through tools like Parkade and separate the cost of parking from rent to provide homes at more affordable prices and so residents without cars don’t pay for parking they don’t use.

Activate downtown spaces and support local businesses

Improve the use of street space, with more outdoor dining, events, effective public transit, green space, and other things that make our community more attractive for guests and residents alike.

Draw people downtown

Support local businesses and commercial developments with new tools that minimize searching or circling for parking and make it easy to find street parking.

Reimagining Santa Clara Street

We’re engaging with San Jose staff on their Reimagining Santa Clara Street project, using Parknav as a tool to understand parking demand and engage the community. Together, we can again make Santa Clara Street a destination and a great transit and biking corridor.

VTA BART Silicon Valley Phase II Extension Project

Transform has been awarded a VTA Transit Oriented Communities grant to support community engagement in East San Jose in partnership with the School of Arts and Culture at the Mexican Heritage Plaza in the development of a transportation demand management strategy for the School’s community events. As a part of this work, we will also be monitoring the progress of VTA BART Silicon Valley Phase II extension.

Five Wounds Urban Village Plan Update

San Jose’s Five Wounds Urban Village Plan Update is a consolidation of four existing urban villages, updated to reflect the future 28th Street/Little Portugal BART station area. This was a collaborative effort of the City of San Jose, VTA, and community members. City of San Jose staff estimate the update to the area will produce approximately 5,000-7,000 desperately-needed new housing units over the next two decades. Implementation of the Plan is still in early stages and will require further public engagement so stay tuned for ways to get involved in making the Plan a reality.

  • Parkade is a revolutionary parking app designed for apartments, condos, and workplaces. Parkade helps buildings better utilize their parking by making it simple and easy to share parking among tenants. The Parkade team cares deeply about the overabundance of parking in the world and is working hard to make housing and offices more affordable by enabling less parking to be built.
  • Parknav provides the most comprehensive on-street and off-street parking information available. Whether you are looking for on-street parking restrictions, real-time parking availability or turn-by-turn voice guided parking navigation, Parknav is the tool for you.
  • GreenTRIP Connect, a tool created by Transform in partnership with the Center for Neighborhood Technology, is an easy-to-use and free online tool allowing users to instantly calculate how smart location, affordable homes, and traffic reduction strategies can reduce driving and greenhouse gas emissions from residential development throughout California. It also calculates how much money and space can be saved from right-sized parking in the Bay Area.

Transform leads a collaborative effort

Transform is working with three nonprofit partners to develop the SPOT SJ initiative.

  • Catalyze SV focuses on outreach with housing developers and building managers and plays a key role in the adoption of Parkade in the City of San Jose. Catalyze SV is also leading engagement efforts with the community and other community-based organizations.
  • The San Jose Downtown Association (SJDA) focuses on outreach with local businesses, a group that needs support to make San Jose thrive and has historically had strong concerns that less parking will be a barrier to clients visiting their establishments. 
  • SPUR brings deep expertise in housing, land use, and transportation, as well as key relationships within the city of San Jose. It participates in our effort to connect with staff and planners on the creation and implementation of local plans.
